		<description>I just wanted to actually ask a simple question reguarding the many partnerhips and nato members. To my understanding all nato members must agree upon the new stategic concept, well I would like to know Germany&#039;s involvment or views on the new plan/concept and whether it will or wil not make a significant difference?</description>

		<description>This is my first participation after reading some facts about NATO. I will try to do my best with my poor English.
One important thing to state in order to continue thinking about the New Strategy Concepts is about the nature of NATO, mainly I see two relevant alternatives from the decision making process.
Is NATO:
a) a coalition of actors? or 
b) a space where actors discuss, or negociate, or imposs, their point of view about different courses of action?

		<description>To make a long answer short, shouldn&#039;t NATO forces be redesigned to fit into the MOB structure that the Netherlands has adopted for it&#039;s air assets, but then in a much larger scale, using parrelisation and segmentation? Create forces that can be rapidly deployed, know when they are up for deployment and when they are up for workup and can handle the full spectrum of force utilisation, from OOTW to all out war.
Something like the US AEF, but with people in the same MOBs being based in the same geographic location.
And work should be made of jointness - getting the air-, land- and naval forces to work seamlessly together with full knowledge of each other&#039;s capabilities. Not only this kind of jointness should be promoted, but also jointness between NATO member countries: make sure commanders are familiar with different ways of working and the capabilities of different units different countries bring to the field.
Make sure that operational commanders have experience serving not only in different combat arms (air/land/sea), but also in different countries&#039; forces, in order to allow them to empathise with different local problems, thought processes and solutions.
This way the force structures will be smaller, more mobile, cheaper, more flexible, offer more bang for buck and more understanding of the problems it faces in the places it&#039;s sent to.</description>

		<description>It&#039;s not a bad idea to set up a seperate entity such as a North Atlantic / Pacific Organisation in order to co-ordinate NATO / Russian / CIS joint endeavours. I don&#039;t think the policy of NATO should be to absorb everyone and everything for the sake of it: creating consensus will be a nightmare and relative power issues will dominate most of the proceedings. However there are certain areas on which NATO and CIS views align and in order to maximise operational gains or bang for buck, there are real possibilities for co-operation.</description>

If not Is there another multilateral institution which will force the development and building of Anti-missile facilities in the Black Sea area or the decisions for building such in Romania, Czhec Republic and Bulgaria are completely made on a bilateral basis?</description>
