It's not a bad idea to set up a seperate entity such as a North Atlantic / Pacific Organisation in order to co-ordinate NATO / Russian / CIS joint endeavours. I don't think the policy of NATO should be to absorb everyone and everything for the sake of it: creating consensus will be a nightmare and relative power issues will dominate most of the proceedings. However there are certain areas on which NATO and CIS views align and in order to maximise operational gains or bang for buck, there are real possibilities for co-operation.
NATO and Russia act as a safety mechanism against one another. As long as they try to work in cooperation and still question the decisions the other makes, there would be limited ground for error on both sides.
Agreed Robin, I think that where parallel interests exist, there can be room for cooperation. But cooperation shouldn't exist for its own sake
