It is our pleasure to launch the first thematic discussion topic: NATO’s Core Tasks and Functions – the meaning of collective defence and deterrence in today’s environment. More specifically, how should we confront a broader spectrum of threats to our populations, such as terrorism, cyber-attacks or energy security. What should NATO’s role be in disarmament, arms control and non-proliferation? And what is the meaning of the Washington Treaty’s Article V, the collective defence clause of the Alliance, in the new security environment?
Share with us your ideas, analysis or recommendations on what you consider should be NATO’s core principles, priorities and tasks in the future. The topic will be running for approximately two weeks, until a new discussion theme will be announced.
To facilitate the flow of discussion and present your inputs in a coherent report to our Secretary General, the Group of 12 Experts and other stakeholders, we kindly ask you to tailor your contributions at this time towards this topic only.

Thank you for all your comments and reactions since we launched this website on the New Strategic Concept last Monday, 3 August 2009. We are very pleased to see your interesting, constructive and thought-provoking contributions – and yes, we have read them all!
Here is a bit more information about how we envisage this forum to run and how we can cooperate.
The Roadmap for the New Strategic Concept (available on the Strategic Concept home page here), we state that the process leading to the adoption of the new Concept consists of three phases.
The first of these, which we are in now, is the “reflection phase”. Four expert seminars are planned to take place in the coming months, hosted by various NATO nations. As soon as the details are available, we will announce the dates and locations of these events.
In the meantime, here are the four themes that will be discussed at the seminars:
- NATO’s core tasks and functions;
- NATO as a part of a network of security actors;
- NATO and the Euro-Atlantic security environment; and
- NATO’s transformation process and capabilities.
Our first thematic discussion will start soon. Stay tuned to find out more about it in the coming days!
